Mike Elias’ role in Houston’s drafts is often cited at this time of year in relation to what the Orioles hope to build, but he’s not the only one in the Orioles’ front offices with some claims to finding World Series-caliber talent at his previous stops.

Orioles senior director of international scouting Koby Perez signed a reliever for each team — Houston’s Hector Neris and Philadelphia’s Seranthony Domínguez — while a scout for the Phillies, while Elias and Orioles assistant general manager Eve Rosenbaum had significant roles in international scouting with the Astros as well, albeit not concurrently with the wave of insane talent their Latin American program has produced for their starting rotation. (Those signings are credited largely to Oz Ocampo, who recently was hired as the Marlins’ assistant general manager.)

The focus where the Orioles are concerned is on what all those parties do in the future to help ensure the tens of millions of dollars the Orioles have invested in scouting and signing players on the international market, as well as building their new facility there, contributes major league talent to sustained contenders in the years to come. Progress has been slow, but it’s underway.
